No. 273-c ) On March 12, 1915, the United States attorney for the District of Columbia, acting? ?upon a report by the health officer of the said District, authorized by the Secretary? of Agriculture, filed in the police court of the District aforesaid an information against? Edward L. Helmsen, Washington, D. C, alleging the sale by said defendant, on Octo?? ber 22, 1914, at the District aforesaid, in violation of the Food and Drugs Act, of a? quantity of spirits of camphor which was misbranded. Misbranding was alleged in the information for the reason that the article was? labeled so as to mislead and deceive the purchaser, in that said spirits of camphor? was composed largely of alcohol, and the label on the bottle thereof failed to state the? quantity and proportion of alcohol contained therein.
