On October 2, 1917, the United States attorney for the District of Vermont, acting upon a report by the Secretary of Agriculture, filed in the District Court of the United States for said district an information against Benjamin P. Belden, Concord, Vt., alleging shipment by said defendant, in violation of the Food and Drugs Act, on or about July 14, 1916, July 15, 1916, and August 14, 1916, from the State of Vermont into the State of Massachusetts, of quantities of milk, which was adulterated. . Analyses of samples of the article in each shipment by the Bureau of Chem- istry of this department showed that the article was deficient in total solids and solids not fat, indicating the addition of water. Adulteration of the article in each shipment was alleged in substance in the information for the reason that a substance, to wit, water, had been mixed and packed therewith so as to lower or reduce and injuriously affect its quality, and had been substituted in part for milk, which the article purported to be. On December 11, 1917, the defendant entered a plea of guilty to the informa- tion and the court imposed a fine of $50. CARL VROOMAN, Acting Secretary of Agriculture.
