On July 5, 1917, the United States attorney for the Eastern District of? Arkansas, acting upon a report by the Secretary of Agriculture, filed in the? District Court of the United States for said district an information against? Robert H. Lower, Hot Springs, Ark., alleging shipment on or about October? 17, 1916, from the State of Arkansas into the State of Louisiana, by said de?? fendant, in violation of the Food and Drugs Act, as amended, of a quantity? of an article labeled in part, " Lower's Hot Springs Pure Blood Remedy," which? was misbranded. Analysis of a sample of the article by the Bureau of Chemistry of this de?? partment showed the product to be a weak alcoholic solution containing sugars,? small amounts of chlorids, iodids, and sulphates, probably as the sodium salts? and vegetable extractives, among which are podophyllum and an atropine bear?? ing drug. It was alleged in substance in the information that the article was mis-? branded for the reason that certain statements, appearing on the labels on? the bottle and carton, falsely and fraudulently represented it as a treatment or? remedy for syphilis, paralysis, catarrh, eczema, malaria, scrofula, ulcers,? chanchroids, sciatica, and all kinds of rheumatism, and all blood and skin? diseases, when, in truth and in fact, it was not.
