On December 31, 1940, the United States attorney for the Eastern District of Arkansas filed an information against Carlton Loy at Datto, Ark., alleging ship- ment on or about July 16, 1940, from the State of Arkansas into the State of Missouri of a quantity of cream which was adulterated in that a foreign fat had been substituted in part for cream, which it purported. to be; and in that a foreign fat had been added thereto or mixed therewith so as to increase its bulk or weight, reduce its quality, or make it appear better or of greater value than, it was.
