On August 28, 1942, the United States attorney for the Eastern District of Virginia filed:a libel against 19 98-pound sacks of flour at Norfolk, Va.j alleging that the article had been shipped.in interstate commerce on or about May 22, 1942, by the Commercial Milling Co., Detroit, Mich.; and charging that it was adul- terated in that it consisted in whole or in part of a filthy substance. The article was labeled in part: "Henkel's Extra Fancy 100% Whole Wheat Flour," . On November 27,1942, no claimant having appeared, judgment of v condemnation was entered and the product was ordered destroyed;
