On November 4 and. 10, 1942, the United States attorney for the Eastern District of Missouri filed libels against a total of 81,463 pounds of frozen whiting at St. Louis, Mo., alleging that the article had been shipped in interstate com- inerce on or about October 16 and 21, 1942, by Trans-Oceahlc Fisheries from New York, N.
