No. 11007. Sample No. 21928-F.) On October 23, 1943, the United States attorney for the Western District of Pennsylvania filed a libel against 45 bags of flour at Ambridge, Pa. This libel was subsequently amended. The amended libel alleged that the article had been shipped in interstate commerce on or about June 17, 1943, by the Washburn Crosby Co., Eastern Division of General Mills, from Buffalo, N. Y.; and charged that it was adulterated in that it consisted in whole or in part of filthy sub-, stances by reason of the presence therein of insects, larvae, webbing, insect fragments, and iusect excreta.
