Sample No. 40519-H.) essentially of ground wheat, buckwheat, cottonseed, and soybean hulls had been substituted in whole or in part for black pepper. Misbranding, Section 403 (a), the label statement "Pure Black Pepper" was false and misleading as applied to a product which consisted of the stated ingredients and which contained no black pepper. DISPOSITION : December 9, 1946. No claimant having appeared, judgment of condemnation was entered and the product was ordered delivered to charitable institutions.
