NATURE OF CHARGE: Adulteration, Section 402 (a) (3), the article consisted in 
whole or in part of a filthy, putrid or decomposed substance since it contained 
houseflies, fly and insect fragments, manure, rat or mouse hair, insect egg, and 
sediment; and, Section 402 (a) (4). it had been prepared, packed, or held under 
insanitary conditions whereby it may have become contaminated with filth.
