Inc., from New York, N. Y. 
PRODUCT:   3 bags, containing a total of approximately 400 pounds, of pepper at
Columbus, Ohio.   The product was invoiced as "Black Pepper." 
NATURE OF "CHARGE:   Adulteration, Section 402 (b) (2), a mixture molle seed
and black pepper had been substituted in whole or'in part for black pepper.
