Examination showed that the article was a finely ground brownish black powder consisting essentially of cottonseed hulls and wheat fragments and having a weak odor and flavor of black pepper. LABEL, IN PART: "Imitation Pepper Black." NATURE OF CHARGE: Misbranding, Section 403 (i) · (2), the article was fabricated from two or more ing~dients, and its ·label failed to bear the common or usual name of each such ingredient.
