in excess of the established tolerance for the raw agricultural commodity, 
sugar beets, from which the article was processed; and there was no regulation 
or exemption for heptachlor epoxide or heptachlor as a food additive in or on 
dried sugar beet pulp.

chemical, heptachlor epoxide, and (some of the article) heptachlor, which 
were food additives, and which were unsafe within the meaning of 409, since

or exemption.
